Consultation on amended bidding zone configuration in Denmark

The Danish Energy Agency opens consultation on an amended electricity market bidding zone configuration around Energy Island Bornholm (høring om etablering af ny budzone ved Energiø Bornholm).

Background
In the context of the Danish plans to establish the transmission and production hybrid project Bornholm Energy Island in the Baltic Sea, the Danish TSO Energinet has identified a structural congestion in the transmission network that connects Bornholm Energy Island to Zealand and Germany. Through dialogue with the national Danish Utility Regulator, Forsyningstilsynet, and in line with the obligations in article 14, sec. 7, in the Electricity Regulation[1], Energinet has drafted a report on the structural congestion. The report was approved by the Danish Utility Regulator on 6 December 2022. Pursuant to the approval, on 15 June 2023, the Danish Energy Agency notified the Commission and ACER on the decision to amend the bidding zone configuration in Denmark. The amendment implies the establishment of the new bidding zone DK3 on Bornholm Energy Island.

Final decision on DK3 – Consultation of stakeholders
With this notice, the Danish Energy Agency makes the decision on an amended bidding zone configuration open for consultation in accordance with article 14, sec. 9 in The Electricity Regulation. Please provide any comments by e-mail to elmarked@ens.dk by 16 November 2023.

After this, the Danish Energy Agency will review the comments. The Danish Energy Agency expects that Denmark will finalize the decision on establishing DK3 by the end of 2023.

As part of the consultation, a note from the Danish TSO Energinet on establishing the new bidding zone DK3 is made available. Please find the note attached.
